Instead of loading the extension found at `"C:\spatialite\mod_spatialite-5.0.1-win-x86\mod_spatialite.dll"`, it instead tried to load the extension at `"C"` with entrypoint `"\spatialite\mod_spatialite-5.0.1-win-x86\mod_spatialite.dll". This is hard because most absolute windows paths have a colon in them, like `C:\foo.txt` or `D:\bar.txt`. I'd image the `--static` flag is also vulnerable to this type of bug.
